  Issue #8922: Normalize the encoding name in PyUnicode_AsEncodedString() to
  enable shortcuts for upper case encoding name. Add also a shortcut for
  "iso-8859-1" in PyUnicode_AsEncodedString() and PyUnicode_Decode().
