Decimals by 3 times.
Unified error messages in float.as_integer_ratio(), Decimal.as_integer_ratio(),
and Fraction constructors.

deprecated.  Based on patch by Mark Dickinson.

I have compared output between pre- and post-patch runs of these tests
to make sure there's nothing missing and nothing broken, on both
Windows and Linux.  The only differences I found were actually tests
that were previously *not* run.

Issue #21136: Avoid unnecessary normalization in Fractions resulting from power and other operations.

Issue #16469: Fraction(float('nan')) and Fraction(float('inf')) now raise ValueError and OverflowError (resp.), not TypeError.

up the decimal module. Performance gains of the new C implementation are
between 12x and 80x, depending on the application.
