of the arbitrary timeout.

Raise ValueError when attempting to set the _CHUNK_SIZE attribute of a TextIOWrapper to a huge value, not TypeError.

and its type get caught in a reference cycle, and the instance's
deallocator calls one of the methods on the type (e.g. when subclassing
IOBase).
