Switch from octal escapes to hex escapes for other nonprintable characters.

SourceForge doesn't choke on this batch :-)

I'm not entirely sure this is 100% correct. The patch changes an
\index{persistency} to \index{presistence}, and I don't know what \index{}
does. But it seems to do so persi--er, consistently, so I hope it isn't a
problem.

Fix up a few synopses.

Massive migration to methoddesc and memberdesc.

Logical markup as needed.

A sprinkling of index entries for flavor.

works better with LaTeX2HTML, and allows some simplification of the python.sty
macros.

Added another index entry.

checkin of myformat.sty.

Change "\renewcommand{\indexsubitem}{(...)}" to "\setindexsubitem{(...)}"
everywhere.

Some other minor nits that I happened to come across.

	* \bcode, \ecode added everywhere
	* \label{module-foo} added everywhere
	* A few \seealso sections added.
	* Indentation fixed inside verbatim in lib*tex files

when missing).

take an optional string key, but if key is not given, the method does
nothing!  In the rewrite (see upcoming check-in), I left things this
way, but here I document that this is the case.
