        Add import_function method to test.test_support, and modify a number of
        tests that expect to be skipped if imports fail or functions don't
        exist to use import_function and import_module.  The ultimate goal is
        to change regrtest to not skip automatically on ImportError.  Checking
        in now to make sure the buldbots don't show any errors on platforms
        I can't direct test on.

        A few more test skips via import_module, and change import_module to

        an exception.  There was machinery to try to handle this condition.  All of
        that should be unnecessary and removed if this change works.  A NOTE was
        added as a comment about what needs to be fixed.
      
        The buildbots will tell us if there are more errors or
        if this test is now stable.

        Fix time.strptime's %U support.  Basically rewrote the algorithm to be more
        generic so that one only has to shift certain values based on whether the week
        was specified to start on Monday or Sunday.  Cut out a lot of edge case code
        compared to the previous version.  Also broke algorithm out into its own
        function (that is private to the module).

        The next step of PEP 352 (for 2.6) causes raising a string exception to trigger
        a TypeError.  Trying to catch a string exception raises a DeprecationWarning.
        References to string exceptions has been removed from the docs since they are
        now just an error.

        This test doesn't pass on Windows.  The cause seems to be that chmod
        doesn't support the same funcationality as on Unix.  I'm not sure if
        this fix is the best (or if it will even work)--it's a test to see
        if the buildbots start passing again.
      
        It might be better to not even run this test if it's windows (or non-posix).

        When running the interpreter in an environment that would cause it to set
        stdout/stderr/stdin's encoding, having a sitecustomize that would replace
        them with something other than PyFile objects would crash the interpreter.
        Fix it by simply ignoring the encoding-setting for non-files.
      
        This could do with a test, but I can think of no maintainable and portable
        way to test this bug, short of adding a sitecustomize.py to the buildsystem
        and have it always run with it (hmmm....)

      test_resource calls resource.setrlimit() to change the file size limits.
      This fails on Cygwin, which supports setrlimit() and getrlimit(), just not
      changing that particular setting. (The same would apply to any other
      platform that has those functions but not that particular feature.)
      
      Since getrlimit() works and setrlimit() can be used for other reasons, a
      check for ValueError was added to that part of the test.

      imports e.g. test_support must do so using an absolute package name
      such as "import test.test_support" or "from test import test_support".
      
      This also updates the README in Lib/test, and gets rid of the
      duplicate data dirctory in Lib/test/data (replaced by
      Lib/email/test/data).
      
      Now Tim and Jack can have at it. :)
