Forward port of 05a781a4 from stable/1.8.x

Refs #19973.

makemessages should now automatically distribute translatable
strings in the proper locale files, for Django too
(see 50a8ab7c).

It used to generate languages 'e' and 'n'.

Do not fetch 'en' catalogs, neither files with translation stats
lower than 5%. Centralized resource filtering.

* Removed trailing whitespace.
* Added newline to EOF if missing.
* Removed blank lines at EOF.
* Removed some stray tabs.

So as syntax errors in po files don't go unnoticed. Refs #20695.

Translations for the Django framework are now hosted on the
django-core Transifex project, and the django project is only
dedicated to a team-only hub project.
