The docs contained a reference to the class
django.middleware.exception.ExceptionMiddleware. This class was introduced in
05c888ff. It was removed in 7d1b69db, but the documentation remained.

Reverted "Fixed #29324 -- Made Settings raise ImproperlyConfigured if SECRET_KEY is accessed and not set."

This reverts commit b3cffde5 due to
a regression and performance concerns.

Unused since 578711c3.
