Added non const SwDoc::GetDfltTxtFmtColl and SwDoc::GetTxtFmtColls
and SwDoc::GetCharFmts.
Had to make the manager friend of SwTxtFmtColl and SwConditionTxtFmtColl
Had to make SwDoc::_MakeCharFmt and SwDoc::_MakeFrmFmt public.
