According to the xsd:

<xsd:choice>
    <xsd:element name="delete" type="CT_Boolean" minOccurs="1" maxOccurs="1"/>
    <xsd:group ref="Group_DLbl" minOccurs="1" maxOccurs="1"/>
</xsd:choice>

which is just insane. Therefore as soon as we hit a non-delete element
we assume that the entry is not deleted.
