merge together a gadzillion hand-crafted
isSimpleChinese/isTraditionalChinese/isKoreanVariants/isCJK
implementations which should fix a goodly amount of them

add a MsLangId::isFamilyNameFirst for locales where
family name appears first while I'm at it.
