Remove unused officecfg/util/resource.xsl

...that was presumably used from officecfg/registry/schema/makefile.mk when it
got introduced with 0fdb9a2b "#100282# create
java property files for SOMC", but appears to be unused today (and has
effectively been left unchanged since its introduction)
